Detach a CDS disk

This API is used to detach a specified disk from the BCC instance.
- This operation can be performed when the BCC instance status is Running or Stopped, or when the EBC instance status is Running; otherwise, a 409 error will occur.
- If the disk with the given volumeId is not attached to the instance with instanceId, the operation will fail, prompting a 404 error.
