Bind a key pair

This API enables binding a specific key pair (limited to one) to one or multiple BCC instances.
- Currently, each BCC instance can only be associated with one key pair. If the target BCC instance is already linked to a key pair, this operation will replace it with the new key pair. This is applicable exclusively to Linux-based BCC instances that are either running or stopped.
