Set Auto-release of Spot Instance EIP

This API is used to configure the automatic release of EIPs with spot instances. This setting applies to the primary network interface cards of BCC instances and pay-as-you-go (postpaid) EIPs, meaning:
- The pay-as-you-go (postpaid) EIP bound to the primary IP of the instance's primary network interface card is released and does not enter the recycle bin; the subscribed (prepaid) EIP is unbound;
- If the instance's primary network interface card has secondary IPs bound with EIPs, the postpaid EIPs are released and do not enter the recycle bin; the prepaid EIPs are unbound;
- If the instance has elastic network interfaces, they are detached, but the EIPs associated with them remain bound to the elastic network interfaces.
