Update elastic network interface with regular security group

Description
Update the regular security group associated with the elastic network interface.
- An elastic network interface must have at least one security group (regular security group or enterprise security group);
- This operation adds a regular security group to the elastic network interface and removes any existing regular or enterprise security group
