If you are an enterprise user with general taxpayer qualification, you can choose to issue a VAT special invoice after completing Enterprise Identity and Access Management and VAT special invoice certification.

VAT special invoice certification can be submitted along with the enterprise‘s identity and access management materials, or it can also be submitted separately after passing the enterprise‘s identity and access management.

• Submit it along with the identity and access management materials

For operation steps, please see the Enterprise Identity and Access Management, fill in the "VAT special invoice information" on the identity and access management page and then submit the authentication application. Baidu will first review the identity and access management materials, and after the identity and access management is passed, it will review your VAT special invoice materials.

• Submit it separately after passing the enterprise‘s identity and access management

1. Log into the Baidu AI Cloud console, enter the "Finance Center" > "Invoice Management" page, and select the "Invoice information management" tab.

2. Click the "Special Invoice Certification" button, fill in the complete certification materials and then submit the certification application.

   Note: If the enterprise‘s identity and access management has not been passed, this page will automatically turn to the enterprise‘s identity and access management page and have certification application at the same time.

3. After submitting the application, the invoice information will become pending for review, and no new application for special invoice certification can be made during this period.
4. During review of the special invoice, only VAT ordinary invoices can be applied for.
