Bind ENIC to EIP

Description
Bind the ENIC to the EIP.
- You cannot bind the mounting and unmounting EIP to the EIP.
- You cannot bind the network card in the NAT exclusive subnet to the EIP.
Request Structure
PUT /v{version}/eni/{eniId}?{action}&clientToken={clientToken} HTTP/1.1
